Key findings

The main figures from this edition. Each one copies with its source line.

7x

The highest published EOR starting price (USD 699, Oyster HR) is seven times the lowest (USD 99, Native Teams) across the 24 providers that publish one.

5 of 29

Five of the 29 EOR providers we track publish no EOR price and quote only on request: G-P, Rippling, Safeguard Global, Employment Hero and Ontop.

5 of 29

Only 5 of the 29 providers say how large their security deposit is. Playroll, Teamed and Lano ask for about one month of salary, Plane for one month of payroll plus employer taxes, and WorkMotion ties it to the notice period.

10 of 29

Ten of the 29 providers say on their own pages that there is no minimum contract term. Rivermate sets a 12-month initial term, and WorkMotion charges at least three monthly fees per employee.

62% vs 2%

Statutory employer costs add 62% on top of salary in Brazil and 2% in Romania, a far bigger swing than any difference in EOR fees.

29

29 of the 184 countries in our dataset require a 13th month salary or an equivalent annual bonus by law.

Employer cost by region

Median statutory cost added on top of gross salary in each region, with the heaviest and lightest market. "Lightest modelled" uses only countries we model line by line, so a blended estimate never sets the floor.

Starting prices before discounts, VAT and employer costs, in the currency each provider publishes. Euro and pound prices are converted at ECB reference rates for 23 Oct 2026 (USD 1.1193 and GBP 0.83728 per euro). Multiplier shows $459 billed annually and $499 monthly; the median uses the monthly price. Native Teams lists $99 on its pricing page and €99 in its help centre. Papaya Global shows $650, or €650 in Europe, to some regions. Plane adds a partner markup it does not size. Remote People's $199 tier bills monthly; its $399 tier is for teams of five or more billed annually. RemoFirst, Multiplier, Rivermate, Atlas HXM, INS Global, Remote People, Native Teams and Papaya Global say the final fee can vary by country or salary. Provider names link to our full reviews.

EOR fees by country

Fee figures use the published starting prices in the provider table above, matched to the providers we rank in each country. Smaller providers whose prices we have not verified for this edition count toward "Ranked" but not toward the fee figures. Most providers publish one global starting price, so country differences mostly reflect which providers operate there. Ask for a written quote before you budget.

Employer cost on top of salary, by country

"est" marks a single blended rate rather than a line-by-line model, so confirm it against a provider quote. Cost multiple is gross salary plus employer cost plus the $499 median published EOR price, on a $5,000 monthly salary. Nationality matters in a few markets: Singapore, the UAE, Saudi Arabia and Malaysia show the foreign national rate, which is the usual EOR case. Sources are national social security and revenue authorities, cross-checked against OECD Taxing Wages. Price a specific salary in the cost calculator.

13th month pay, severance funds and other mandatory extras

Payments most budgets miss because they sit outside the monthly contribution rate. Every country in the dataset that carries one, grouped by type and ordered by total employer cost.

Contribution ceilings: why senior hires cost less than the headline rate

Most countries stop charging some employer contributions above an income cap. A calculator that applies one flat rate overstates the cost of senior hires.

Country
Ceiling
Effect
Pension and unemployment capped at €101,400 a year; health and care at €69,750
A headline rate near 24% falls under 15% on a €150,000 salary
Social Security capped at $184,500 a year
Medicare continues on all earnings with no cap
Most contributions capped at roughly €4,900 a month
The effective rate drops sharply for senior roles
CPF does not apply to Employment Pass holders
Foreign hires carry almost no employer contribution

Our employer cost figures already apply every ceiling line by line at a typical mid-level salary. See a €150,000 German hire in the calculator.

True cost of a hire through an EOR

One employee on $5,000 a month gross: salary, plus that country's employer cost, plus the $499 median published EOR price. The multiple is the figure finance teams ask for. Every country's multiple is in the full table above.

How EOR pricing works

Every provider in our table that publishes a price uses a flat monthly fee. Percentage pricing, usually 8% to 16% of gross salary, survives with some regional and legacy providers, and it gets expensive fast on senior salaries.

Flat fee

The same monthly fee whatever the salary. Easy to budget and compare across countries.

$4,000 a month engineer$599
$12,000 a month principal$599
12% of salary

Ties your EOR cost to your hiring decisions. Can be cheaper for junior roles in low-wage markets.

$4,000 a month engineer$480
$12,000 a month principal$1,440
Normally included in the monthly fee
Payroll processing and statutory filings
Local employment contract drafting and amendments
Onboarding and offboarding administration
Benefits enrolment and administration
Expense reimbursement
Compliance monitoring and employment liability
Usually billed on top
Statutory employer contributions, passed through at cost
Onboarding fee and security deposit, where charged
Currency conversion spread
VAT or GST on the service fee
Supplementary benefits, often with an admin markup
Background checks, work permits and equipment

The costs outside the monthly fee

The lines that most often appear on the first invoice and not in the sales quote, with how many providers address each one on their own pricing page. Deposit and offboarding counts cover all 29 providers; the other four come from our check of the original 19. None of the providers we checked publishes a markup on supplementary benefits, which typically runs 10% to 15%.

Onboarding or setup fee
$0 to $2,000

One-time, per employee. Six of the eight providers that mention it say there is no fee; Multiplier and Papaya Global say one applies without giving the amount.

8 of 19 providers checked address this on their pricing page
Security deposit
1 to 2 months

Of gross salary, refundable at offboarding. Five providers state an amount: Playroll, Teamed and Lano about one month's salary (two in some countries for Lano), Plane one month of payroll plus employer taxes, and WorkMotion a sum tied to the notice period. Five hires at $6,000 a month with a two-month deposit ties up $60,000.

10 of 29 providers address this on their pricing page
Currency conversion margin
0.5% to 10%

Charged over mid-market on every payroll run. Three providers mention an FX charge; none gives the percentage. On a $500,000 payroll, 1% against 4% is $15,000 a year.

3 of 19 providers checked address this on their pricing page
VAT or GST on the fee
€700 becomes €833

The fee is a service, so most of Europe, India, Australia and Latin America tax it. None of the 19 providers we checked on this point explains its VAT treatment on the pricing page.

0 of 19 providers checked address this on their pricing page
Offboarding fee
Rarely priced

Oyster HR, RemoFirst, Playroll, Rivermate and Teamed say they charge no offboarding fee. The rest say nothing, or leave it to the proposal.

5 of 29 providers address this on their pricing page
Discounts
20% to 40%

Typical off list price above 20 employees. Seven providers say discounts exist; only Multiplier (about 8% for annual billing) and Remote (15% for social-purpose organisations) give a figure.

EOR or your own entity: where the break-even falls

Employer contributions are identical either way, so incorporating only saves the EOR fee, and it replaces that fee with fixed overhead. Germany shows how the numbers usually land.

~$5,000
One-time cost to incorporate a German entity
~$22,000
A year in accounting, filings, registered address and compliance support
~$7,100
A year per employee through an EOR at the $499 median price plus German VAT
About 4 employees
Break-even headcount, if the entity stays open three years or more

Two things move the line. If you might leave the market within 18 months, the EOR wins at any headcount, because winding up an entity takes months and costs money. In Brazil, China and Argentina, entity overhead runs well above these figures, which pushes break-even higher. Registering the company is rarely the slow part. In 10 of the 37 countries we checked, the registry can incorporate within a working day (Hong Kong takes about an hour online), while 13 registries, Germany's among them, publish no processing time at all. The months go on what follows: tax and employer registrations, a local bank account and payroll setup. Onboarding through an EOR usually takes one to two weeks, and our guide to EOR vs entity setup covers each step. Run the comparison for your headcount.

How this index is built

Every figure comes from a source you can check. Where we estimate, we label it.

Provider prices

Read from each provider's own pricing page, never from review sites. We record the published starting price per employee per month before discounts and VAT. Providers with no public price are listed as quote only.

Fees by country

Each country's figures match the providers we rank there to the published prices above. Prices we have not verified for this edition are left out of the range and median.

Employer costs

National social security and revenue authorities, cross-checked against OECD Taxing Wages. 46 countries are modelled contribution by contribution; the rest use a blended rate marked "est".

Independence

Sponsored placements elsewhere on the site are labelled and have no effect on this data. Corrections backed by a source are checked and applied, and logged above.

Excluded by design: employee income tax, work permits and visas, equipment, collective agreements above statute, statutory profit sharing such as Mexican PTU, and experience-rated accident premiums. Read our full editorial guidelines.

EOR pricing questions

How much does an employer of record cost per employee?

Among the 29 EOR providers we track, 24 publish a starting price, from $99 to $699 per employee per month, with a median of $499. Statutory employer costs come on top of that, from almost nothing to 62% of gross salary depending on the country.

Do EOR prices vary by country?

Most providers publish one global starting price. RemoFirst, Multiplier, Rivermate, Atlas HXM, INS Global, Remote People, Native Teams and Papaya Global say the final fee can vary by country or salary, and providers that use local partners rather than their own entity often charge more in complex markets. The bigger country difference is the employer cost you pay on top of the fee.

Which countries are most expensive to employ in?

By employer cost on top of salary, Brazil, Spain, Colombia, Austria, Argentina, Belgium, Italy and Portugal sit at the top, each adding 47% or more. Romania, New Zealand, Malaysia and India are among the lightest of the countries we model in full.

Which countries require a 13th month salary?

29 countries in our dataset require a 13th month salary or an equivalent annual bonus by law, including Brazil, Mexico, the Philippines, Indonesia, Argentina, Italy and Belgium. Spain, Portugal, Greece and Austria pay a 14th month as well.

Are these list prices or what buyers actually pay?

List prices, as each provider publishes them. Buyers with more than five employees usually negotiate, and 20% to 40% off list is common above twenty. Annual billing typically saves a further 10% to 20%.

How do you record price changes?

Every change goes in the price change log with the date, the old price, the new price and the page we read it on. Most employer contribution rates change in January, so that is when the employer cost data moves most.
