Employer of Record Statistics 2026: Market Size, Providers and What They Charge
We read the pricing pages, FAQs, help centres and terms of 29 EOR providers and recorded what each one publishes about price, owned entities, deposits, exit fees and contract terms. We also checked what it takes to register your own company in 37 countries, and set both beside the figures providers disclose, every deal since January 2025 and the market estimates, sorted by what each one counts.

Key findings
Most EOR providers publish a price, but few publish the terms that change the bill
Three findings come from reading 29 providers' pricing pages, help centres and terms, to see what a buyer can learn before a sales call. The other three set the scale: the largest provider's revenue, the US PEO industry EOR is often compared with, and the official share of agency work in the EU.

01 · Market size
Ten estimates put the 2025 EOR market between USD 4.4bn and USD 6.8bn. One says what it counts.
Research firms publish EOR market sizes without saying whether they count provider fees, software, or the salaries that pass through providers. That choice can change a number tenfold, so we sorted every free estimate we could read by what it measures.
How big is the EOR market? Ten estimates of the 2025 market from eight research firms range from USD 4.4bn to USD 6.8bn, with a median of USD 5.4bn. NelsonHall, which counts provider revenue only, put 2023 at USD 2.05bn. Mordor Intelligence, which counts service revenue, estimates USD 6.24bn for 2026.

Registration is the first step, not the last
Before the first payroll you still need tax and employer registrations, a local bank account and a payroll setup: PAYE registration with HMRC in the UK, a Betriebsnummer from the Federal Employment Agency in Germany, an EIN and a state withholding account in the US. Our EOR vs entity setup guide walks through the full sequence.
Where foreign ownership is limited
China applies its Negative List for foreign investment, the Philippines its Foreign Investment Negative List and Indonesia its Positive Investment List. Thailand requires a Foreign Business Licence for listed services, and Mexico reserves some activities. The UAE has allowed 100% foreign ownership for most mainland activities since 2021.

No statistics office or regulator measures how many companies use an employer of record. The best evidence comes from surveys run by EOR providers, so we show only those that publish a sample and a method, label them as vendor surveys, and keep them out of our key findings.
55%
of executives use an EOR or another third party when their best candidate is in a country where they have no entity. 35% set up an entity instead.
G-P, 2026 World at Work report (21 Oct 2026). 3,100 executives at companies with 500+ staff, plus 4,000 employees, in six countries; run by Talker Research.
54%
of organisations use or plan to use an EOR, against 45% using their own entities and 34% using contractors. 24% of respondents could not define an EOR.
Atlas HXM, Global Atlas Report 2026 (4 Mar 2026). 425 senior HR, legal, finance and operations leaders in North America and Europe. Combines current use and plans.
86%
of people hired through Oyster in developed economies in 2024 were full-time employees rather than contractors. In emerging markets the contractor share was 47%.

What to ask a provider before you sign, based on what 29 of them leave out
What a provider leaves off its website tends to show up later, on an invoice or in a contract clause. These are the gaps we met most often.
Get the deposit in writing. 22 of 28 providers don't publish their rule. Where they do, it runs from none (Borderless AI) to the cost of the full notice period (WorkMotion).
Ask who employs your hire in their country. Only 10 of 29 say how many entities they own, and RemoFirst states it works through in-country partners. A partner model is legal, but it adds a party to every payroll and dismissal.
Ask what ending the contract costs. None of the 29 publishes an offboarding fee amount. Five say there is none; the rest leave it to the contract.
Check the minimum term. Rivermate's agreement starts with 12 months and WorkMotion bills at least three monthly fees per employee. Ten others say there is no minimum.
Price the total employer cost. At the 16% median, employer costs on a USD 60,000 salary are USD 9,600 a year, more than the median fee of USD 5,988.
Ask for the country list. Seven providers give two different country counts on their own sites. The number that matters is whether they employ people in yours.

Methodology
How we built this report
Between 20 and 25 October 2026 we read 29 provider websites, 37 company registries and 30 statistical sources. Where an official page would not load, we marked the cell unverified and left it out of every count rather than fill it from a secondary site.
29 providers, their own pages
We read pricing pages, FAQs, help centres and terms between 20 and 25 October 2026. Review sites and comparison blogs were not used.
37 registries and company laws
Company setup rules come from registries, business portals and legislation, with the World Bank where a registry publishes no time. Adviser guides fill a cell only when the official page could not be read, and are labelled.
Company figures and one rate date
Revenue and funding come from company announcements or company-confirmed reports. Other currencies convert to USD at ECB rates for 23 October 2026 (Taiwan: central bank, 22 October).
Every change logged
When a figure changes we record the date, old value, new value and source below.
- 25 Oct 2026Native Teams starting price changed from USD 111 (EUR 99, help centre) to USD 99, the price on its own pricing page, so the range now starts at USD 99. Country fee medians recalculated with the corrected Pricing Index prices; Argentina and Malaysia added, 37 countries in all. The most common country median is now USD 499.
- 25 Oct 2026Report moved from the EmployerRecords blog to Research. Market research adoption and segment figures without a stated method were removed and replaced by our provider audit, a 37-country company setup dataset and labelled vendor surveys. Compliance and remote work figures moved to their own reports.

FAQ
Employer of record questions, answered with the data
How big is the EOR market in 2026?
Mordor Intelligence estimates USD 6.24bn for 2026, counting revenue from EOR services. Ten estimates of the 2025 market from eight research firms range from USD 4.4bn to USD 6.8bn. NelsonHall, which counts only provider revenue, put 2023 at USD 2.05bn and forecasts USD 5.9bn by 2028.
How many EOR providers are there?
No regulator keeps a count. IEC Group says more than 800 providers are active and assessed 110 in 2025, while Everest Group assessed 29 for its 2025 PEAK Matrix. Our audit covers 29 providers that sell to international employers.
How much does an EOR cost per month?
Across the 24 providers in our audit that publish a price, the median starting price is USD 499 per employee per month, from USD 99 (Native Teams) to USD 699 (Oyster). Statutory employer costs come on top, a median 16% of salary across 184 countries.
Who is the largest EOR provider?
By disclosed figures, Deel: annual recurring revenue above USD 1.5bn in the first half of 2026, with 37,000+ customers and 1.5 million workers paid in October 2025. Remote reported ARR above USD 300M in May 2026. Rippling is valued at USD 16.8bn but sells much more than EOR and does not publish revenue.
Do EOR providers charge a security deposit?
Most don't say. Six of 28 publish a rule: Borderless AI charges none, Playroll and Teamed take one month's salary, Plane one month of payroll plus employer taxes, Lano one month (two in some countries), and WorkMotion the notice period's cost or a risk-based amount.
What is the difference between an EOR and a PEO in numbers?
A PEO shares employer duties with a client that already has a local entity. An EOR becomes the legal employer where the client has none. NAPEO counts 502 PEOs in the US with 233,000 client businesses; EOR has no comparable official count. See EOR vs PEO for the full comparison.
How long does it take to set up a company abroad?
In 10 of the 37 countries we checked, the registry or company law says a company can be registered within a working day, from 1 hour online in Hong Kong to 1 business day in Canada. Thirteen registries publish no processing time, and the World Bank measured 65 days for a foreign-owned firm in Indonesia. Tax and employer registrations, a bank account and payroll come after that.
How many companies use an EOR?
No official figure exists. In G-P's 2026 survey of 3,100 executives at companies with 500+ staff, 55% use an EOR or other third party when hiring in a country without an entity, and 35% set up an entity. Atlas HXM's 2026 survey of 425 leaders found 54% use or plan to use an EOR. Both are vendor surveys.
