15 Best Employer of Record (EOR) in Indonesia 2026
The best Employer of Record (EOR) in Indonesia, compared on what an Indonesian hire actually requires: BPJS contributions on every payslip, a month's THR before Eid, PP 35/2021 severance and RPTKA sponsorship for foreign hires. We reviewed 15 EOR providers and ranked 10 in full on Indonesian entity ownership, statutory handling, onboarding speed and the real monthly invoice, and checked whether each has a stated legal basis under Permenaker 7/2026's new outsourcing limits. Fees run from €79 to $699 per employee per month, on top of statutory contributions from 10.24% of salary.
Statutory contributions add 10.24% to 11.74% of salary below the caps, plus one month's THR a year. None of the three has published its legal basis under Permenaker 7/2026, so ask all of them.

What you're seeing
Three of the four providers scoring 4.0 or higher on Indonesian fit charge $400 or less, and Native Teams sits just below that line at €79 and 3.9. Above $579 only Deel holds 4.0, while Remote, Borderless AI and Papaya score 3.6 to 3.7.
Owned Indonesian entity, vendor-statedPartner entity, disclosedEntity to confirm
Each card covers what the provider does on an Indonesian hire: which entity signs the contract, how it runs BPJS Ketenagakerjaan, BPJS Kesehatan and the annual THR, and what the invoice comes to once deposits and FX are counted. Two obligations decide most of the comparison. One is whether the provider can sponsor an RPTKA and KITAS through its own PT, and the other is how it handles severance and service pay under PP 35/2021.
Onboarding and entity read Confirm on most cards, and that is a finding rather than a gap. Only Deel and Safeguard Global publish an Indonesian onboarding figure, and none of the 15 has published its legal basis under Permenaker 7/2026, which limits outsourcing to six fields of work. Where a card reads Owned, vendor-stated, as it does for Deel and Remote, the provider says in writing that it employs through its own Indonesian PT, but we have not yet matched that PT to an AHU registration.

Why Pebl works in Indonesia
Indonesia rewards the compliance-first model Pebl is built on. Permenaker 7/2026 now limits outsourcing to six fields of work, and Pebl holds more employment licences than any provider on this page, which gives it more to point to when you ask for the legal basis behind a software or sales role. Immigration is filed in-house, which matters on any RPTKA and KITAS hire.
The $399 headline is a promotional rate. Independent sales-cycle research puts the real base nearer $660, with a deposit of 10% to 30% of gross annual salary held from the start. On a Rp 20 million monthly salary, that deposit alone runs Rp 24 million to Rp 72 million.

Why Deel works in Indonesia
Deel is the only provider in the top five that publishes an Indonesian onboarding figure, an average of three business days, and it says it employs through a wholly owned entity in Jakarta. For a candidate holding a competing offer, that combination is the strongest case on this page.
Deel’s own estimate puts Indonesian employer cost at 11.08% of salary, which includes a 0.60% liability fee on top of the statutory lines. That is the figure to hold its quote against.
Support is where the fee stops buying much. A named contact needs the $899 Enterprise tier, and immigration is priced per case rather than included, so budget for both before a foreign hire or a PP 35/2021 termination.

Why Multiplier works in Indonesia
Multiplier carries the most consistent scorecard in the ranked ten, with no global parameter below 4.4 and 3,059 reviews behind it, and it was founded in Singapore with Asia-Pacific as its home market. That suits a buyer adding Indonesia to hires in the Philippines or India on one contract and one invoice. The gap is evidence: it has not said whether Indonesian staff sit on its own PT or a partner’s, which is the first thing to ask under Permenaker 7/2026.

Why Remote works in Indonesia
Remote states on its own Indonesia page that it owns its legal entity there, and it charges no deposit or setup fee, so nothing is tied up before the hire starts. Remote and Deel are the only two of the ten with that entity position in writing, which gives a legal team one company to check rather than two.
At $699 it is the most expensive published rate here, dropping to $599 on annual billing. Remote publishes no Indonesian onboarding time, and support runs on email and chat with no phone line, a slow channel during a PP 35/2021 termination.

Why RemoFirst works in Indonesia
At $199 a month RemoFirst is the cheapest US-dollar rate on this page, $400 below Deel and $4,800 a year saved on one hire, and its pricing score of 4.6 is its strongest parameter. A named account manager comes with every plan, which Deel reserves for its $899 tier.
The trade-off is structural. RemoFirst employs through licensed local partners rather than its own entities, so the PT on your employee’s contract will not be RemoFirst’s, and that partner is the business whose outsourcing licence and Permenaker 7/2026 position you need to see. Benefits score 3.0 on our Indonesian assessment, so it suits a standard permanent hire better than a senior one.

Why Papaya works in Indonesia
Papaya is a payroll engine that also does EOR, and that shows in what it is good at. Compliance scores 4.7 and coverage 4.8, and it processes the payments rather than only calculating them, so salaries and statutory remittances run through one system and one report.
That suits a finance team already running payroll in several countries. It suits a first Indonesian hire much less, since onboarding scores 3.8 and the platform reads as dense rather than friendly. Papaya has not published whether Indonesian staff sit on its own PT.

Why Native Teams works in Indonesia
Native Teams quotes EOR in Indonesia from €79 per employee per month on its own country page, the lowest fee among the ten, billed in euros. Its help centre lists €99 as the standard starting rate, so expect the quote to land between the two.
Support is the reason to look past the price. It scores 4.6 on support quality across 533 reviews, and reviewers describe account managers as proactive, which counts for more than the platform when a THR or BPJS question lands.
The gaps are integrations, reporting and evidence. Reviewers report third-party payroll partners slowing some cases, and Native Teams says it has entities in 70+ countries without saying whether Indonesia is one of them. A euro invoice also adds an FX step to a rupiah payroll.

Why G-P works in Indonesia
G-P scores 4.9 on coverage and 4.8 on compliance, the two highest global marks among the ten, and it has operated since 2012. That record is what an enterprise legal team asks for when Permenaker 7/2026 comes up in procurement.
Its weakest parameter is pricing at 3.9, and it publishes no rate at all. For one hire in Jakarta that costs time, so price the proposal against Deel at $599 and Remote at $699 before you negotiate.

Why Safeguard works in Indonesia
Safeguard Global is one of two providers among the ten to publish an Indonesian hiring timeline, as little as one to two weeks through its EOR. Its strength is the consultative layer: employment law, payroll and market benchmarks from the same team, which suits a company planning a larger Indonesian headcount.
It carries the thinnest review base in the ranked ten, 85 reviews at a 4.1 aggregate, and reviewers report slower implementation and uneven support by region. EOR pricing is quote-only, and the contractor plan alone runs $299 a month.

More EOR providers in Indonesia
These five are credible options for an Indonesian hire, each with a specific strength, and they are listed rather than carded because the published evidence for Indonesia is narrower than for the ten above. Rippling leads them on review volume, while AYP and Remote People bring a closer Asian focus than most of the ranked ten.
11
RipplingHR and IT in one record
Rippling runs HR, payroll, devices and app access off one employee record, so an Indonesian hire gets a laptop, accounts and payroll from the same system. It carries the largest review base on this page, 4.8 across 13,600 reviews. Its EOR went live in 80 countries in 2025, so confirm Indonesia is one of them before you scope a hire.
Plane runs global employees and contractors on one platform, with EOR from $499 a month, $100 below Deel. Its 4.2 rating rests on 700 reviews, a larger base than seven of the ranked ten. Ask which PT would employ your Indonesian hire, since its delivery model there is not published.
AYP concentrates on 14 markets, most of them in Asia, at $288 a month. Its own Indonesia guide walks through RPTKA and KITAS sponsorship and the DKPTKA levy of USD 100 a month per foreign worker, a level of local detail few global providers publish. It has no aggregate rating yet.
Remote People, formerly Horizons, pairs EOR from $199 a month with in-house recruitment, so it can source the hire as well as employ it. Third-party reviews note it drafts both permanent (PKWTT) and fixed-term (PKWT) contracts in Bahasa Indonesia, which Indonesian law requires. It carries 4.5 across 150 reviews.
Atlas HXM runs what it calls a Direct EOR model on its own HXM platform, with payroll, compliance and HR records in one place, from $595 a month. NelsonHall and Everest Group both named it an EOR leader in October 2025. Ask for an Indonesian client reference, since its 4.0 across 203 reviews trails the ranked ten.
Listed providers are researched to the same standard but scored in less depth than the ten cards above, usually because one Indonesian fact, such as entity, coverage or a rating, is not yet published. Confirm means we could not find that fact in public sources, so ask for it in writing before you sign.

Five tests separate providers in Indonesia, in the order we applied them, which is also the order the ranking above was built on. Price sits third, inside cost classification, because the lowest fee can still produce the highest invoice.
Since 30 April 2026 outsourcing is limited to cleaning, catering, security, drivers, operational support and energy-sector support work, and EOR arrangements in Indonesia rest on those outsourcing rules. Ask each provider for its written legal basis for your role before price enters the conversation.

Five questions to put to every EOR on your Indonesia shortlist
One question per test above, each answerable with a yes, a number or a document.
1
Legal standing
“What is your written legal basis for placing our role under Permenaker 7/2026, and which of the six permitted fields does it fall under?”
Why it mattersSince 30 April 2026 outsourcing is limited to six fields of work. Unions are contesting the operational support clause, so a role justified only under that heading carries the most risk.
Good answerA written position naming the field, the regulation and your specific role.
Watch for“All EOR roles are covered,” with nothing in writing.
2
Entity model
“Which PT signs the employment contract, do you own it, and can you send its KBLI 78200 licence?”
Why it mattersA partner model puts a second business on your employee’s contract, and that business’s licence is the one Kemnaker checks. The labour-supply code moved to KBLI 78200 under BPS Regulation 7/2025.
Good answerA PT name you can find on AHU Online, with its OSS licence attached.
Watch forA global entity count offered in place of an Indonesian PT name.
3
Cost classification
“Does the quote include THR accrual, and which JKK risk class and work-location minimum wage is it built on?”
Why it mattersTHR adds a month’s salary a year, and JKK runs from 0.24% to 1.74% by risk class. Minimum wage follows the employee’s registered work location, so a Bekasi hire costs more at the floor than a Jakarta one.
Good answerA line-by-line quote showing THR, each BPJS line with its cap, and the UMP or UMK applied.
Watch for“Statutory costs at cost,” which hides both THR and the risk class.
4
Immigration
“Whose PT sponsors the RPTKA and KITAS, who files them, and who pays the USD 100 monthly DKPTKA levy?”
Why it mattersNo RPTKA means no compliant foreign hire, and only an Indonesian entity can sponsor one. A partner-model provider depends on that partner’s willingness to sponsor.
Good answerThe sponsoring PT named, filing handled by the provider, and the levy shown on the quote.
Watch for“We support immigration,” with no sponsoring entity named.
5
When it goes wrong
“How is severance and service pay under PP 35/2021 funded, and is termination handling inside the monthly fee?”
Why it mattersSeverance runs up to 9 months’ wages and service pay up to 10, scaled by the reason for leaving. There is no at-will exit, and a contested dismissal goes to bipartite negotiation before anything else.
Good answerFunding named, the deposit’s role stated, and terminations included in the fee.
Watch forTermination handling priced as an extra after signature.
Hiring timeline: an Indonesian EOR hire from offer to first payslip
Day ranges are the providers’ own claims. Only Deel (3 business days) and Safeguard Global (1 to 2 weeks) publish an Indonesian figure, so treat these as the range to hold a provider to.

The sponsoring PT files the RPTKA with Kemnaker and pays the USD 100 monthly DKPTKA levy, then the work KITAS follows. Ask the provider for its current timeline, since no foreign national may start work before both are in place.

What Indonesian employment rules mean for your EOR choice
Every provider on this page runs Indonesian payroll. What separates them is which PT carries the obligations below, and whether that PT can show it is allowed to place your role at all.
The Indonesian obligations your EOR takes on
Four obligations land on the employing PT from day one:
The five BPJS programmes: JHT, JP, JKK and JKM through BPJS Ketenagakerjaan, plus BPJS Kesehatan
PPh 21 withholding
The annual THR
Severance and service pay under PP 35/2021
Every ranked provider handles the first three as routine payroll. The fourth is where the entity model shows.
Deel and Remote state in writing that they employ through their own Indonesian PT, so the liability sits with the company you signed. RemoFirst passes it to a local partner it does not name. The other seven have not said which entity carries it, which is why the fifth question above asks who funds a termination.
Foreign hires add the RPTKA and a DKPTKA levy of USD 100 a month. Only a provider whose own PT, or a named partner’s, sponsors the work permit can make that hire at all.
What an EOR actually adds on top of salary in Indonesia
Statutory contributions run 10.24% to 11.74% of salary below the caps, depending on the JKK risk class. JP stops at Rp 11,086,300 a month and BPJS Kesehatan at Rp 12,000,000, so the load falls as pay rises: on a Rp 20 million salary it is 7.75%. THR adds a further 8.33% with no ceiling.
On that Rp 20 million monthly salary, employer cost before any fee comes to Rp 23.2 million a month. Add the $449 midpoint fee and the hire costs about Rp 31.3 million a month, or 1.56 times gross, at Rp 18,000 to the dollar. At RemoFirst’s $199 it is Rp 26.8 million, and at Remote’s $699 it is Rp 35.8 million.
Two classifications that never appear on a pricing page move that figure:
The JKK risk class.
The work-location minimum wage. In Bekasi and Karawang it now sits above Jakarta’s.
The Indonesian rule that most often breaks an EOR arrangement
Since 30 April 2026, Permenaker 7/2026 limits outsourcing to six fields:
Cleaning
Catering
Security
Drivers
Operational support
Support work in mining, oil, gas and electricity
EOR arrangements in Indonesia rest on those outsourcing rules, and a software engineer or account manager fits none of the six by name.
Providers placing those roles lean on the operational support heading, which unions are contesting as a catch-all. A placement that fails the test leaves the arrangement open to challenge, with your hire inside it.
None of the 15 providers on this page has yet published its legal basis. Ask each one for it in writing before you sign. Also ask whether its PT holds the KBLI 78200 licence, which replaced 78300 under BPS Regulation 7/2025.

What buyers ask before shortlisting an Indonesian provider.
How much does it cost to hire an employee in Indonesia through an EOR?
Statutory contributions add 10.24% to 11.74% of salary below the caps, plus one month’s THR a year. JP is capped at Rp 11,086,300 a month and BPJS Kesehatan at Rp 12,000,000, so the load falls as pay rises.
At Rp 20 million a month and the $449 midpoint fee, the all-in cost is about Rp 31.3 million. See the Indonesia cost calculator.
Is using an Employer of Record legal in Indonesia?
Yes, but EOR arrangements rest on Indonesia’s outsourcing rules, which Permenaker 7/2026 narrowed to six fields of work from 30 April 2026. Software, sales and most office roles fit none of them by name, and none of the 15 providers here has published its legal basis. Ask for it in writing, using the questions above.
Which is the cheapest EOR in Indonesia?
Native Teams quotes from €79 a month on its Indonesia page, the lowest fee among the ten reviewed in full. Its standard rate is €99, and both are billed in euros.
The cheapest US-dollar rate is RemoFirst at $199, matched by Remote People, listed rather than reviewed in depth. A low fee and a low invoice differ once THR is counted.
How long does it take to hire in Indonesia through an EOR?
Three to fifteen days once the candidate has accepted and documents are in. Only Deel (3 business days) and Safeguard Global (1 to 2 weeks) publish an Indonesian figure. Registering your own PT PMA takes two to four months before payroll runs, and the full sequence is in the hiring timeline.
Can an EOR hire a foreign national in Indonesia?
Only if the provider’s own PT, or a named partner’s, sponsors the work permit. A foreign hire needs an approved RPTKA and a work KITAS before starting, and the sponsor pays a DKPTKA levy of USD 100 a month per worker.
Sponsor status is unconfirmed for all 15 providers on this page, so ask whose PT files the RPTKA before you make an offer.
What notice and severance apply when terminating an Indonesian employee?
Severance runs up to 9 months’ wages and service pay up to 10 under PP 35/2021, scaled by the reason for leaving. There is no at-will dismissal. Written notice is due at least 14 working days ahead, a contested case goes to bipartite negotiation first. Ask whether the deposit covers it.
Which minimum wage applies to an Indonesian hire?
The rate for the employee’s registered work location, not your head office or the provider’s address. Indonesia sets a provincial UMP and a city or regency UMK, and Jakarta’s 2026 UMP is Rp 5,729,876 a month.
Bekasi and Karawang now set UMKs above Jakarta’s. The floor covers staff under one year of service, and longer-serving staff need a wage scale.
When should I set up my own PT PMA instead of using an EOR?
When you need to trade in Indonesia, or once headcount makes per-employee fees exceed the cost of running an entity. An EOR cannot invoice Indonesian customers for you, and a PT PMA takes two to four months to register. Your own PT also sidesteps Permenaker 7/2026, since you employ directly.

Ranking Methodology
How the providers on this page are checked and scored. Rankings follow depth of Indonesian delivery, not global rating or any commercial relationship, and the page and every provider detail are reviewed quarterly.
How every claim is checked
Indonesian primary sources
Outsourcing and wage rules from Kemnaker, contribution rates and caps from BPJS Ketenagakerjaan and BPJS Kesehatan, PPh 21 withholding from DJP. Every figure carries its year.
Entity claims verified
“Owned Indonesian entity” means we found the PT registration on AHU Online, cross-checked against OSS. Otherwise the provider is marked Confirm.
No paid placements
Some links are affiliate links. Affiliate status never moves a position.
Reviewed quarterly
Rates, pricing, entity status and rankings are rechecked every quarter against official sources and provider documentation.
