What is Justworks?
Isaac Oates founded Justworks in New York in 2012 to give small US businesses big-company payroll and benefits. Its EOR, expanded through the 2023 Via acquisition, covers 40+ countries.
Justworks becomes the legal employer abroad, running local contracts, payroll, statutory benefits and tax filings. International hires sit in the same dashboard as the US team.
The published EOR rate is $599 per employee per month. The same page also lists it as a PEO add-on, so confirm in writing whether you need one.
That matches Deel at $599 but runs above Multiplier at $459 billed annually and RemoFirst at $199. Justworks makes sense for companies already running US payroll there that need only a handful of overseas hires.

Justworks Review: Editor’s Verdict
Manjuri Dutta
Co-Founder & Editor, EmployerRecords.com
Justworks is the right EOR for a US company already running payroll or PEO on the platform that needs a few employees abroad. At $599 a month it matches Deel, costs $140 more than Multiplier’s annual rate and three times RemoFirst’s $199. Outside that existing-customer case, the fee is hard to justify.
Of the 17 native integrations Justworks documents, only Leapsome is marked for EOR plans. A company using Justworks purely for international hiring gets almost none of the connected stack its US customers use.
Coverage has grown to 40+ countries on Justworks’ own Help Center list, including Germany, India and Brazil. Users rate Justworks 4.6/5 across 1,903 reviews against our 3.4: reviewers mostly rate the US PEO’s ease of use and benefits, while our score weighs the undisclosed entity model and thin EOR integrations.
Get three answers in writing before signing. Does your account need PEO Basic or Plus underneath the $599 fee? Which entity employs your hire in each target country, Justworks’ own or a partner’s? And what deposit applies per employee, since Justworks publishes none?
Editorial Score Breakdown
Country Coverage
The Help Center lists 42 countries plus Puerto Rico, well short of the 150+ and 185+ that Deel and RemoFirst advertise. Justworks does not disclose which markets run on its own entities.
Pricing
The $599 rate is published with no implementation fee. The same pricing page shows EOR both as a standalone plan and as a PEO add-on, and lists no deposit terms.
Platform
G2 users score ease of use at 9.4/10, and EOR hires sit in the same dashboard as US staff. Integration support for EOR accounts stops at a single tool.
Support
G2 rates support quality at 9.2/10. Trustpilot’s 37 reviews average 2.1, with repeated accounts of stalled escalations and payroll errors.
Compliance
IRS CPEO certification covers US co-employment, not the international EOR. Owned infrastructure traces back to Via’s 12 markets; the employing entity elsewhere is not disclosed.
Justworks Pros & Cons 2026
Justworks earns its marks on price transparency and ease of use. The weak spots are specific to the EOR: integrations, entity disclosure, and a fee that scales badly.
Strengths
Every plan price is public
Payroll at $8 plus a $50 base fee, PEO Basic at $79, PEO Plus at $124 and EOR at $599 all appear on the pricing page, so a finance lead can model a hire before any sales call.
US and global staff together
PEO employees and EOR hires are managed in one platform, so a lean HR team runs both from the same login.
No implementation fee
Setup costs nothing on any plan.
Coverage passed 40 countries
The Help Center now lists markets such as Germany, India, Nigeria and New Zealand, far beyond the handful Justworks launched with.
Cost calculator before the offer
An in-platform tool breaks down employment costs by country, so hiring managers see employer-side costs before committing to a salary.
G2 ease of use 9.4/10
Setup scores 9.3/10 on G2 as well, from more than 800 reviews.
Areas to Watch
One integration for EOR plans
Accounting, ATS and expense integrations are tied to PEO and Payroll plans. EOR-only customers get Leapsome and little else.
Pricing page contradicts itself
The plan card shows EOR at $599 with no base fee, while the add-on section says it is available only on PEO Basic and Plus. Confirm which applies in writing.
$599 compounds with headcount
Five hires cost $35,940 a year in Justworks fees, against $11,940 at RemoFirst’s $199 rate.
Entity model kept private
Justworks does not say which countries run on its own entities.
Trustpilot tells a harsher story
The 37 reviews average 2.1, dominated by slow escalations, payroll mistakes and tax filing errors. One reviewer reports international payments debited 12 days before delivery.
Justworks Top Features
The shared platform for US and international staff is the reason most buyers shortlist Justworks. Published pricing and a country cost calculator make the EOR easy to budget, even if the feature set beyond core employment is thin.
Unified US and Global Platform.
DifferentiatorInternational EOR hires run inside the same platform Justworks’ US PEO and payroll customers already use. A company on PEO Basic can add an employee in Canada or the UK without a new vendor contract or a second login. The shared dashboard is the main gain, since EOR staff get almost none of the integrations US staff do.
Published Pricing on Every Plan.
DifferentiatorPayroll, PEO Basic, PEO Plus and EOR prices are all listed on the public pricing page, along with add-ons such as $39 international contractors and $30 dedicated HR consulting. That is rare among PEOs. The gap is EOR deposit terms, which the page never mentions.
International Cost Calculator.
DifferentiatorThe in-platform calculator breaks down employment costs by country before an offer goes out. It shows the employer-side costs that sit on top of salary and the $599 fee. A hiring manager can compare Portugal against Colombia in one session instead of waiting on a quote.
EOR Employment in 40+ Countries.
CoreJustworks acts as legal employer and handles local contracts, payroll, statutory benefits and tax filings in every listed market, from Kenya and Nigeria to New Zealand and Uruguay.
EOR Switching Support.
CoreCompanies leaving another EOR get new compliant agreements prepared, and employees move over with continuous employment and no missed paycheck.
Country Hiring Guides.
CoreHelp Center guides and in-house experts cover local labor law, leave and statutory entitlements per market.
Tax Filings and Document Center.
CoreLocal filings, employment documents and reporting for each international hire live in one place.
International Contractor Payments.
Add-on$39 per paid contractor per month across 60+ countries. It covers talent in markets the EOR list does not reach, without making them employees.
Private Benefits Management.
Add-onSupplementary private benefits for EOR employees, priced separately from the $599 fee.
Immigration Support.
Add-onVisa and work permit help is sold as an add-on. Justworks does not publish its price.
Is Justworks the Right EOR for You?
Justworks is a strong pick for one buyer profile and a weak one for several others. Check which side of this list you fall on before booking a demo.
Best For
- US companies already on Justworks PEO or Payroll adding their first employees abroad
- Teams hiring in listed markets such as Canada, the UK, Mexico or India
- Finance leads who want every fee published before talking to sales
- Small HR teams that want US and international staff in one dashboard
- Companies leaving another EOR that need continuous employment for current hires
Skip If
- You need countries beyond Justworks’ 40+ list; Deel covers 150+ and RemoFirst 185+
- You plan five or more hires abroad; RemoFirst at $199 saves about $24,000 a year at that headcount
- Your EOR staff must sync with ATS, accounting or expense tools; Justworks ties those integrations to its US plans
- You want a lower published rate on annual billing; Multiplier lists $459
- You need each country’s employing entity disclosed before procurement review

Justworks Pricing 2026
Justworks publishes every plan price, with no implementation fee and no annual contract. The EOR plan card and the add-on section of the same page disagree on whether EOR needs a PEO plan underneath it.

Justworks EOR: Frequently Asked Questions
Answers to the most common questions buyers ask before evaluating Justworks as an Employer of Record solution.
Which countries does Justworks EOR cover?
Justworks lists 42 countries plus Puerto Rico in its Help Center, including the UK, Germany, France, India, Singapore, Australia, Canada, Mexico and Brazil. Europe is the strongest region, with 24 markets. International contractor payments are a separate product that reaches 60+ countries.
How much does Justworks EOR cost?
$599 per employee per month, published on the Justworks pricing page with no implementation fee and no annual contract. The fee covers legal employment, local payroll, statutory benefits administration and compliance support. Salary, employer statutory contributions, private benefits and immigration support cost extra, and no security deposit figure is published.
Do I need a Justworks PEO plan to use the EOR?
The pricing page gives two answers. Its EOR plan card shows $599 with no base fee, while its add-ons section says EOR is available only on PEO Basic at $79 and PEO Plus at $124 per employee. If a PEO plan is required, every US employee on your account adds at least $79 a month, so get the answer in writing before signing.
Can companies outside the US use Justworks EOR?
Yes. The Justworks Help Center says its EOR is open to anyone hiring full-time employees internationally. The product is still built around US small businesses, so a company without US staff gets less from the shared dashboard.
Does Justworks use owned entities or a partner network?
Justworks does not disclose its entity model per country. The 2023 Via acquisition brought owned employment infrastructure in 12 markets, but the Help Center now lists 43, with no split between Justworks entities and partners. Ask sales to name the employing entity in each target country.
How long does it take to hire through Justworks EOR?
Two to three weeks, according to Justworks partner content. Its own pricing and EOR pages publish no standard timeline.
What is the difference between Justworks EOR and International Contractors?
An EOR employee is legally employed by Justworks in their country, with local payroll, tax withholding and statutory benefits, for $599 a month. An international contractor is engaged by your company directly, invoices you and files their own taxes. Justworks charges $39 per paid contractor per month for that product, across 60+ countries.
What compliance certifications does Justworks hold?
IRS Certified PEO status and ESAC accreditation, both for its US PEO. Neither applies to the international EOR, and Justworks publishes no EOR-specific certifications.
Is Justworks EOR a good fit for larger companies?
Usually not. About three quarters of G2 reviewers work at small businesses, and the $599 fee plus a single EOR integration become real constraints as international headcount grows. Larger teams tend to get lower rates and wider coverage from Deel or Multiplier.
How does Justworks handle terminations for EOR employees?
As legal employer, Justworks runs the termination under local law, including notice, final pay and required documents. Statutory severance and notice pay are billed to you on top of the $599 fee and vary widely by country; notice periods in many European markets run one to three months. Justworks publishes no country-by-country termination costs.
